Tempo-PCE started as a partnership between Time Management Policy (Tempo) and Phillips Civil Engineering (PCE). John Buhagiar, a Chemical Engineer and the founder of Tempo, developed a series of grouts and applications, and was soon supported by Tom Phillips, providing a skilled workforce and extensive construction experience. After John’s retirement,

Tom took over the business and was joined by Anneke in 2015, who brought additional management experience to the team, making it a family firm in fact as well as spirit. The majority of our operatives has been with the company for many years, and we pride ourselves in our low staff turnover and a culture of teamwork.
